Saif bin Zayed: Our Martyrs Made Their Way to Victory and Martyrdom

Ministry of Interior Observes Commemoration Day

ABU DHABI, United Arab Emirates - Monday, November 30th 2015 [ME NewsWire]

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, expressed his sincerest pride in the martyrs of the nation – the men who have made the journey that leads to one of two goals: victory or martyrdom. His Highness stated that the martyrs had firstly answered God’s call to defend the tolerant religion, secondly answering the call of the homeland to defend both its soil and values. Thirdly, he said that the martyrs answered the call of duty to defend their brothers and their legitimacy, and to restore hope in the cradle of Arab identity.

In his statement on the occasion of Commemoration Day, HH Sheikh Saif bin Zayed asserted that the names of the martyrs and their sacrifices and heroism will always be a medal of honor for the Emirati people. “The people of the UAE will forever be proud of these resounding examples of cohesion, pride, determination and capability; which have cast fear in the hearts of the enemies of God and the enemies of the nation,” he said.

“Second to none but the prophets, the martyrs are the most noble human beings - as they are the ultimate embodiment of courage and bravery,” HH Sheikh Saif bin Zayed said. “They exerted their efforts to foster security, peace, and prosperity; and have defended the path of development and growth. They made the ultimate sacrifice, paying with their lives to protect the nation’s flag,” he said. “A nation grows by the heroic acts of loyal servicemen alone.”

HH Sheikh Saif bin Zayed saluted the parents and families of the Emirati martyrs who gave their lives in defense of the nation, what is right, and legitimacy; as they represent the highest sense of sacrifice and redemption. “The sacrifices of the martyrs will not merely be a fleeting memory; rather, it will be the upright approach that will live on in the hearts and minds of the UAE people and the generations to come,” he said; noting that their sacrifices will forever serve as a constant incentive to continue forth in benevolence, sacrifice, and devotion.

It is worth mentioning that the UAE flag at the headquarters of the Ministry of Interior was lowered to half-mast. Following a minute of silence observed by the staff members who prayed for the mercy of the martyrs’ souls, the flag was then hoisted to full-mast. This activity was carried out in contribution with the Security Support Department, the Force 7 Department, Police College cadets, female police members, and a number of police staff and members.

Impact of IFRS transition on Saudi Arabian businesses explored at high level ACCA event

Dubai, United Arab Emirates - Wednesday, November 25th 2015 [ME NewsWire]

The impact that the move to International Financial Reporting Standards (IFRS) will have on businesses in Saudi Arabia was tackled at a high level panel discussion organised by ACCA (the Association of Chartered Certified Accountants) in Riyadh on Wednesday.

With just over a year to go before all listed companies are required to report their business performance under IFRS in 2017, and with all non-listed businesses expected to follow suit a year later, ACCA bought together business leaders at a critical time to look at where businesses should be in their preparations and of which issues they should be aware.

Anis Motorwala, ACCA’s Head of Business Development, Middle East & North Africa, said : “The clock is ticking for all businesses in Saudi Arabia who may need to make significant changes to the way in which they report their business activities. Many businesses have already begun work on tackling the conversion to the new standards, but others may still have plenty of work to do. We wanted to not only show business leaders where they should be in the convergence journey but also to offer advice.”

“ACCA was the first body to incorporate IFRS into its qualification 20 years ago, which means that our qualified professionals are well versed in the standards. We also believe that the adoption of global standards will further enhance business opportunities for businesses in the kingdom as it enables potential business partners and clients around the world who already use IFRS to more easily understand the figures they see,” he added.

“To further support the transition to IFRS ACCA has developed a Diploma in International Financial Reporting a globally recognised study program which is available to all professional accountants and auditors which gives them a greater understanding of the standards,” said Anis Motorwala

Delegates at the event at the Courtyard Marriot Hotel, Riyadh, heard from  Zubair Baloch – Financial Controller of Al Marai and Sami Abu Suraih – IFRS Conversion Project Manager of Saudi Electricity Company about how their companies were preparing for IFRS, along with Muhammad Asif Iqbal – Director Accounting Standards, SOCPA, Kashif Zafar – Senior Director Audit, KPMG and Manoj Shah –  Partner PwC Advisory  about the work being undertaken by SOCPA and the big accountancy firms. The discussion was moderated by ACCA member Taha Ali, a Senior Manager in PwC’s Capital Markets and Accounting Advisory team.

Asif Iqbal  said: “ Alhamdulillah SOCPA is very much on track towards achieving the project timelines of the landmark project for transition to international accounting and auditing standards which was initiated in 2012. SOCPA under the dynamic leadership of Minister of Commerce and Industry and Chairman SOCPA Board, H.E. Dr. Tawfiq bin Fawzan Al Rabiah, is working very closely with all stakeholders like other regulators, accountancy firms, corporate world and the international standard setters towards achieving this challenging task.”

In summing up the event Taha Ali told delegates that it was critical that they choose sustainable accounting solutions, that they manage and educate stakeholders early  and that they do not delay the conversion process. “The key message is act now,” he said.

Intensified Traffic Control on Roads During National Day Celebrations

Abu Dhabi, United Arab Emirates - Wednesday, November 25th 2015 [ME NewsWire]

The Traffic and Patrols Directorate at the Abu Dhabi Police have stressed that that aside from the National Day parade organized at Yas Island on 3 December from 4 to 11 p.m.; any parade involving decorated vehicles on any roads are strictly prohibited.

The Directorate has urged for drivers to adhere to the designated times as specified by the traffic laws, as everyone joyfully celebrates the National Day and reflects upon the national values that the event represents. The National Day celebrations are a part of the UAE’s national, historical, and social fabric; and are a traditional model of development and prosperity.

According to Brigadier Khalifa Mohamed Al Khaiaili, Deputy Director of the Traffic and Patrols Directorate, the Directorate has allocated a temporary arena near the Hilton Hotel on the Abu Dhabi Corniche where they will immediately seize vehicles that are found to be violation of the car decoration guidelines. He said that vehicles will also be seized in the event that the drivers fail to abide by the ‘Spirit of the Union’ and behave in a chaotic manner, cause disturbances, show-off and perform stunts in the roads, disrupt the flow of traffic, or block roads.

“We will deal firmly with anyone who violates the traffic laws; and there will be no leniency in this regard,” he said. “The Directorate will seize and impound the vehicles if drivers fail to embody the true meanings behind the 44th National Day celebrations.”

Moreover, he noted that a comprehensive plan will be applied to intensify control in all areas in Abu Dhabi, Al Ain, and the Western Region. The flow of traffic will be monitored through surveillance cameras and radars located on every road and in the underground tunnels so as to capture any traffic violations during the National Day celebrations. He said that the police and traffic patrols alongside the civil patrols of the Traffic Investigation Section are tightening their control and will hold every violator legally accountable.

Al Khaiaili explained that there will be a comprehensive coordinated framework in place between the Directorate and the concerned authorities throughout the organization of the Abu Dhabi events, which include celebrations at: Yas Island, Al Maryah Island, Hazza bin Zayed Stadium, Zayed Sports City Stadium, as well as the parks and public facilities in the emirate. “These steps and safety provisions are in place in order to ensure a seamless flow of traffic and ease of access to the venues in hopes to achieve our theme for this year’s celebrations: ‘Let’s celebrate without any violations’.

Brigadier Khalifa Mohamed Al Khaiaili noted that the Directorate, in coordination with the Department of Transport, has set a plan to organize the traffic flow during the official celebration on 2 December, at Zayed Sports City. He pointed that private vehicles will not be allowed to enter the venue, as assembly points have been designated in Al Shahama and Yas Island, where busses will be available to transport the public to and from the venue.

The Deputy Director of the Traffic and Patrols Directorate mentioned that intensifying the presence on the ground through patrols aims to provide traffic safety during this national occasion. The traffic duties will include participation of the traffic patrols in organizing the traffic during the Sheikh Zayed Heritage Festival, which will run from 20 November until 12 December at Al Wathba.

The duties will also include monitoring the decorated vehicles’ parade organized by the Tourism Authority, to be held in Yas Island on 3 December to celebrate the 44th National Day. The parade is expected to witness the participation of hundreds of vehicles adorned with the colors of the UAE flag.

“Let’s celebrate this dear and national occasion in a positive and collaborative spirit, and let’s mark this joyful occasion by adhering to the traffic laws and by following the guidance of the traffic patrols,” Brigadier Al Khaiaili said.

MoI Police Officer Earns Master’s Degree in Criminal Justice

ABU DHABI, United Arab Emirates - Thursday, November 26th 2015 [ME NewsWire]

Major Muhammad Ahmad Ali Al Zeyoudi, from the Legal Council at the Ministry of Interior, has obtained a Master’s Degree cum laude in Law, specializing in Criminal Justice, from the Police College for his thesis entitled: “The Extent to which the Consent of a Victim Acts as a Cause of Permissibility.”

The thesis screening panel was headed by Prof. Dr. Mohamed Al Amin Al Bushra, Professor of Criminal Law (chairman); Dr. Mamdouh Al Bahr, Associate Professor of Criminal Law at the Police College (head supervisor and member); and Dr. Jassem Mohamed Al Antali, Assistant Professor of Criminal Justice (member).

The thesis involved a comparative study between the legislation of the UAE, Egypt, and France; which focused on the issue of the victim’s consent as a legal action and use of personal rights. The thesis highlights the differing legislative standpoints concerning the issue, as judicial discernment in some cases is rather difficult to apply due to the complexity of the issue and differing opinions.

The thesis additionally points to the extent to which the Penal Code affords individual rights, and to which extent these rights are limited. The screening panel granted Major Al Zeyoudi the Master’s Degree in Law.

The discussion was attended by Lt. Colonel Dr. Nasser Mohammed Al Bakr, Head of the Postgraduate Studies Department; and a number of the Police College officers and lecturers.

UAE has Achieved Global Leadership in Harnessing Innovation for Development Purposes

MoI Lecture during the UAE Innovation Week

Abu Dhabi, United Arab Emirates - Tuesday, November 24th 2015 [ME NewsWire]

As a part of the “UAE Innovation Week,” the Ministry of Interior has organized a lecture on the obstacles to innovation in governmental institutions, which was attended by a number of staff members from the Ministry’s various departments and centers. The lecture, which was held at the Police Departments Complex in Abu Dhabi, was presented by Philip Rice, Management Consultant at PA Consulting Group, a consultancy specializing in management consulting, technology and innovation,.

Philip Rice stressed that institutions that champion a culture of innovation are best positioned to achieve development and growth, and are the most successful in materializing their efforts, guided by a strong institutional leadership, which supports and encourages innovation.

He said: “Excellent innovators ensure that creativity is a shared process, not an isolated activity. However, many institutions still consider innovation as the responsibility of R&D department, which in turn, would highly limit their ability to identify and develop strong ideas with sector-transforming potentials.” He also noted that most institutions struggle when it comes to innovation, because they focus primarily on future competitiveness and profitability.

Adding further, Rice said: “Leadership and innovation go hand in hand, and constitute a portal towards growth, development, and prosperity, whenever the proper business environment and the necessary conditions are met. They are some of the most important and promising components of modern economy, and of all world economies. Innovative projects are actively participating in achieving a comprehensive and sustainable economic and social development.”

He stressed the importance of promoting entrepreneurship in a number of fields, including Arab visions and strategies, and hailed the prominent economic growth in the UAE. “The UAE has achieved a leading position among world countries in harnessing innovation for development purposes in the framework of the “UAE Vision 2021”. This vision stipulates the need to diversify the economy; boost knowledge, competitiveness, and efficiency; promote transparency; and commit to excellence and innovation; based on  a state-of-the-art infrastructure, creative private sector, and supportive economic policies, which stimulate the private sector, paired with laws, legislations and mechanisms to protect investments and cater to  the needs of society, towards achieving prosperity and wellbeing,” he said.

Mr. Rice called for promoting and instilling the culture of innovation and leadership by establishing national strategies for innovation and leadership that include the public, private, and academic sectors, as well as the civil society, and will help to achieve a quantum leap in economic and social development. He also stressed the importance of nurturing and fully supporting innovative individuals, by building an innovation ecosystem in various sectors in coordination with the concerned entities.

He also cited the example of global companies, which increasingly depended on “buying” existing innovations and products to maintain competitiveness, saying that this is considered a high-risk fraud. He emphasized that to achieve success in innovation, companies need to champion a culture that can understand and effectively nurture innovation.

The lecturer also shed the light on the obstacles to innovation within institutions, which include fear of investment; lack of a clear innovation strategy; lack of a will to invest; and wrong returns on investment (RoI).

“There is still a significant number of CEOs who refuse to invest in projects that do not guarantee strong returns on investment,” he continued, “However, strict spending limitations are actually limiting  future growth, by preventing potential innovative ideas from reaching the market. Innovation needs bold and brave measures.”

Rice pointed out that a number of institutions use the term ‘Innovation’ to describe different things, and are all talk, no action.  This proves that many of them lack a clear innovation strategy – which may lead to wasted resources and energy. “We need logical ideas that can be actually be executed or implemented. If you wish to achieve sustainability, you should follow a clear strategy, in order to accommodate all approaches.”

Towards the end of the lecture, the floor was opened for Q&A’s about the subject of the lecture, which witnessed a significant turnout of the Ministry’s staff members.

MoI Urges Motorists to Abide by Car Decoration Guidelines for the National Day

ABU DHABI, United Arab Emirates - Tuesday, November 24th 2015 [ME NewsWire]

The Ministry of Interior (MoI), represented by the Directorate General of Traffic Coordination, has established the guidelines for car decorations for the 44th National Day celebrations. The MoI has called upon motorists to comply with these requirements in all public areas across the country during this occasion. These requirements aim to provide safety, reduce traffic violations and accidents, and to avoid being subjected to the punishments as stipulated by the traffic laws.

The requirements set the legal regulations for decorating vehicles during the National Day celebrations, noting that car decorations are permitted from now through 6 December. The specified requirements are to enable all segments of the society to express their happiness for this dear national occasion in a way that involves civilized conduct and will not result in any violations.

Brigadier Ghaith Hassan Al Zaabi, Director General of Traffic Coordination at the Ministry of Interior, emphasized that the ministry and the UAE police commands are keen to take the proper measures so that the day’s celebrations are accident free - thus allowing everyone to enjoy the festivities.

“The requirements state that other than the official parade, there shall be no other parade - for any reason.  All traffic laws and police instruction shall also be adhered to and obeyed,” he said.

He stressed that the MoI encourages the community to celebrate this precious national event and to express their joy in a civilized manner. The requirements dictate that national statements written on cars should be proper and not offensive to others, and that national flags and posters should be placed on the sides of the vehicles or in a location that does not endanger the safety of the driver or of others. All car decorations for the National Day should additionally respect the legal conditions of a 30 percent tint on the side and rear windows.

Highlighting the decorations and behaviors that are prohibited and should be avoided, Brigadier Al Zaabi listed the following: coloring the windshield or blacking-out the side or rear windows; exceeding the number of allowed passengers in the vehicle; and persons leaning or standing outside of the windows, sunroof, roof of the vehicle, hood, or the trunk of the car. The Director General of Traffic Coordination also warned against showing off and performing stunts, disrupting traffic, parking in prohibited places, blocking roads, and equipping vehicles with speakers. Additionally it is prohibited to modify the engine or the color of the vehicle in any way, to cover the vehicle’s license plates, to place posters in an area that obstructs vision, or for drivers or passengers to use sprays.

As per the Federal Traffic Law and regulations, Brigadier Al Zaabi mentioned that the violators will be subject to penalties which may result in the impounding of the driver’s vehicle for up to one month; 12 - 24 black traffic points in some violations, with a fine ranging from 500 to 3,000 AED; and any additional penalties that may apply for those who violate National Day car decoration guidelines.

“As an embodiment of the strategy to improve road safety, the Ministry is keen to redouble their efforts and carry out a number of initiatives and procedures,” said Brigadier Al Zaabi. “This is in order to preserve the lives and safety of the citizens and residents, and to prevent accidents and the resulting injuries and fatalities that may subsequently follow.”

SES Inaugurates ATF and SOC in the Presence of HRH Grand Duke Henri

LUXEMBOURG - Saturday, November 28th 2015 [ME NewsWire]

(BUSINESS WIRE)-- SES S.A. (NYSE Paris:SESG) (LuxX:SESG) announced today the inauguration of its new Antenna Field Technical Facility (ATF) building - that hosts the Satellite Operations Centre (SOC) - in the presence of HRH the Grand Duke Henri and Prime Minister Xavier Bettel and Vice Prime Minister Etienne Schneider. The new ATF is a result of the significant growth of the SES fleet controlled from the Betzdorf SOC.

The 450 square metres SOC overlooks the new antenna field and displays state-of-the-art features, as well as the highest level of redundancy for infrastructure including power, cooling, network, security and computer systems.

From this SOC, a team of highly-skilled satellite controllers provides 24/7 monitoring and management of 33 SES satellites, as they deliver a range of services including broadcasting high quality television channels; corporate networks for major global companies; high-speed connectivity for airlines and the maritime industry; and supporting multiple Government activities around the world. The SOC is sized to control up to 100 satellites and is organised in consoles, with one controller managing six to nine satellites from a single console.

The remaining satellites from the SES fleet are operated from Gibraltar and Princeton (US). The ATF designed by Christian Bauer Associés fits into the high-tech context of the overall Betzdorf site. It displays metal and glass facades to its exterior and perforated metal textures within exterior surfaces.

Divided into four levels, the ATF enhances technical support for the new antenna field and helps improve engineers’ working conditions, while a central stairwell with zenithal lighting via multiple domes provides access to the different levels and various functional areas. The main roof is “extensively green” with rain water funneled from the top of the roof to all rain water reservoirs throughout the entire facility and then further supplied to nature.

“With a constant eye on operational excellence, resiliency, customer success and security, SES has positioned its three primary satellite operations centers in widely diverse regions of the world,” noted Martin Halliwell, Chief Technology Officer for SES. “Our new Luxembourg-based SOC features the latest control technologies and capabilities that will allow SES to meet ever-evolving customer demands and an ever-changing satellite fleet for decades to come,” Halliwell said. “Whether it’s electric propulsion satellites or an expanding fleet, SES has the expertise and the advanced satellite control stations to deliver on the future.”

The ATF building meets the requirements of the “New Energy Passport” for business-industrial and office buildings while certification as a Class C building is targeted. This is achieved through the implementation of powerful technology as well as other architectural measures, which meet energy requirements. For instance, a new energy-efficient cooling, free-chilling system, substantially lowers the costs of cold production and improves heat exchange. In addition, the amount of energy required to produce heat has been kept to an extreme minimum and is sourced from waste heat from the refrigeration compressors which are operated as heat pumps.
